Surrey hospitals to pilot Martha’s Rule

Two hospitals in Surrey, East Surrey and Frimley Park, are set to be among the first in England to introduce Martha’s Rule. This new policy allows seriously ill patients and their families easy access to a second medical opinion if their condition worsens.
Background of Martha's Rule
Martha's Rule is named after Martha Mills, who tragically died from in 2021. An inquest revealed that 13-year-old Martha could have survived with better care. Her mother, Merope Mills, has since campaigned for this rule to ensure no other families face a similar situation.
Implementation timeline
The initiative will be rolled out at East Surrey and Frimley Park hospitals later this year. These hospitals are part of a group of 143 selected to pilot the first phase of Martha’s Rule, expected to be fully implemented by March 2025. This policy empowers patients and families to request a second opinion if their concerns are not being adequately addressed.
Support and resources
Professor Sir Stephen Powis, National Medical Director of NHS England, mentioned that while some hospitals may need additional resources to accommodate Martha’s Rule, it is widely seen as a positive step towards better patient care.
